Energy Efficiency Projects

Q1. Can the applicant organisation submit more than one application for the same building?
A1. Yes. Due consideration will be given if more than one application is submitted for the same building.
   
Q2. Whether the funding covers the insurance policy taken out on the works? Whether applications can be made to the funding scheme to cover expenditure involved in any incidents or claims for compensation?
A2. The applicant should include the expenditure on insurance policy in the project's estimate and the funding should be able to cover reasonable insurance premiums. The Government and the Environment and Conservation Fund Committee shall bear no responsibility for any expenditure arising from the projects (including any claims for compensation); nor will any funding be provided under the funding scheme to cover such expenditure.
   
Q3. What insurance policy should be taken out by the applicant organisation for the energy efficiency works projects?
A3. The project contractors of the applicant organization should be responsible for purchasing relevant insurances for the energy efficiency project and their employees. The applicant organisation should ask the project contractor to show the insurance documents.
   
Q4. What expenditure items should be included in the project estimate?
A4. Apart from major expenditures such as those for engaging "qualified service provider" and related capital items (such as energy saving equipment), the following expenditures should also be considered:

1. consultancy services;
2. additional project expenditures; and
3. contingency.

If the applicant organisation is able to provide full justification, the Energy Conservation Projects Vetting Subcommittee will consider funding these expenditures.

   
Q5. Should the applicant organisation commence tender procedure before submitting an application? Is it necessary to attach the required number of tenders to the application and state which bid will be selected?

A5. The applicant organisation need not invite tender before applying. Nevertheless, it is expected that the applicant will likely seek quotations from service providers for budgeting purposes.
   
Q6. Whether the funding will cover expenditure for engaging consultants for the related works?
A6. If the applicant can provide full justifications to support the engagement of consultant, the Energy Conservation Projects Vetting Subcommittee will consider funding the expenditure concerned.
   
Q7. On the procurement procedures of energy efficiency projects:

(a) whether the applicant should meet the requirement of minimum number of tenders while engaging a qualified service provider?
(b) whether the tender exercise should be conducted by a qualified service provider for appointing a project contractor for carrying out the works? And whether such tender exercise should meet the requirement of minimum number of tenders?
(c) if the project commences with consultancy service by a consultant, should the tender exercise be conducted by the consultant for appointing a project contractor for carrying out the works? And whether such tender exercise should meet the requirement of minimum number of tenders?
A7.
(a) An applicant is required to meet the requirement of minimum number of tenders while engaging qualified service providers.
(b) The tender exercise to engage project contractors for carrying out the works can be conducted by qualified service providers or the applicant. No matter who conduct the tender exercise, the requirement of minimum number of tenders must be met.
(c) iShould the project commence with consultancy service by a consultant, the consultant concerned or the applicant may conduct the tender exercise to engage a project contractor for carrying out the works, but whoever conducts the tender exercise, the requirement of minimum number of tenders must be met.
   
Q8. If tender is invited before application, it may happen that when the application is approved, the validity period of the tender has already expired and the subsequent prices may differ from the estimate in the application. In this case, can the applicant organisation request for an increase in funding?
A8. Any request for increase in funding must be approved by the Energy Conservation Projects Vetting Subcommittee with full justification. To avoid this scenario and any possible delay in the project, the applicant should specify an adequate validity period in the tender document, for example at least six months.
   
Q9. Can any brands or models of the equipment be mentioned in the tender?
A9. No.
   
Q10. In the application on lift project, why the applicant is asked to provide the breakdown of the items in the estimated budget?
A10. The fund is only granted to energy saving items. The applicant has to provide the breakdown of the items in the estimated budget for the Energy Conservation Projects Vetting Sub-committee’s (ECPVSC) consideration. According to the approval records, the funded energy saving items include : lift control system (e.g. VVVF (Variable Voltage Variable Frequency) control, operation programme) and high efficiency motor. Other non-energy saving items, such as decoration of the lift car and closed-circuit television monitoring system will not be funded. The ECPVSC will also consider other energy saving items individually.
   
Q11. Can the maintenance cost for installations purchased or replaced under the Energy Efficiency Projects be included in the expenditure for the Projects?
A11. No funding will be provided to cover the recurrent maintenance and operation costs of building services installations funded under this scheme.
   
Q12. Is there any regulation on the relationship between the project contractor and the qualified service provider?
A12. The qualified service provider must declare his/her relationship with the project contractor in the application form for the Energy Efficiency Projects so that their relationship can be made clear.
